Description

Folio 96: [Blank].

Folios 97-102: [Bound to folio 96] . Enclosed with folio 68. Memorial from Captain William Roberts to the Admiralty, 25 October 1810. Recounts that on 28 February 1810, on joining Vice Admiral Sir Alexander Inglis Cochrane at Basseterre, Guadeloupe, he was handed by Captain Charles Dilkes a letter from Lord Mulgrave informing him that he had been appointed to command HMS Statira. The Admiral then explained to him that he had already appointed Captain Volant Vashon Ballard to the Statira. Some time earlier he had applied for a court martial on Lieutenant Michael Raven and the Master of HMS Castor, but these had been delayed. The Admiral directed him to go to Englishman's Rock and get the courts martial over, and on 8 March the Lieutenant was acquitted and the Master dismissed the ship. Explains the significance of the correspondence between himself and the Admiral included with his memorial, detailing the Admiral's feeling that he had been unnecessarily harsh toward Lieutenant Raven, and the subsequent decision to appoint Captain Roberts to HMS Neptune for return to England. When the Admiral ordered a court martial on Captain Roberts, he had asked for a delay because he was not prepared and had to call several witnesses. When the court martial was eventually held it dismissed him from command of the Statira. Leaves the Admiralty to pass judgement on the court martial verdict, considering the lack of time he had to prepare for it and the particular circumstances of his appointment to the Statira.
