Folios 269-270: Peter Rye, HM Armed Ship Providence, the Humber. Acknowledges the letter of 13 December, apologises for trying to anticipate government policy. Because he had noticed that the Collector of Customs often received his instructions one day before the senior officer in the Humber, he was misled by the seizure of Swedish vessels in Grimsby Dock and in the Roads. Hopes the Admiralty will withdraw the censure.
