Folios 214-215: Charles Richardson, HMS Semiramis, Vigo. Encloses a copy of a letter he has sent to Vice Admiral George Cranfield Berkeley, explaining why he directed HMS Persian's captain to depart from the orders he was given at Portsmouth by Admiral Sir Roger Curtis.
Folio 216: enclosed with folios 214-215. Copy of a letter from Captain Charles Richardson, HMS Semiramis, off Oporto, to Vice Admiral George Cranfield Berkeley. Explains that when HMS Persian arrived with a convoy for Oporto, his orders were to return directly to Portsmouth. He has varied those orders to direct the Persian to take the convoy intended for HMS Fervent to Vigo, complete his water, and then convoy them back to Portsmouth.
