Folios 3-24. Private Report of the Committee of the House of Commons relative to the transportation of felons. It recommends setting up a colony in South West Africa now that the United States is no longer willing to accept them. When transporting convicts to the settlement slave ships could be used for part of the journey.
Folios 22-24 set out some costings.
