Folios 18-21; 58-60. Gilbert Ross asks that the Deputy Searcher of the London Customs be permitted to resign in favour of his friend James Colhoun who has attended at the office for 12 months and is qualified for the post. Ross understands that the Commissioners of Customs object to such arrangements on the grounds that they have unqualified persons thrust upon them. However this is not the case with Mr Colhoun and he hopes that an exception can be made. Ross also mentions having called a meeting of the Africa Committee. He assumes that Lord Sydney has dropped the idea of sending more convicts to the forts on the Gold Coast to which they would pose a threat.
