Folios 110-111: Robert Mansel, HMS Beschermer, off Harwich. Sending on a letter from Charles Watson, purser of his ship, for their Lordships' consideration.
Folios 112-113: enclosure with folios 110-111. Undated petition from Watson stating that though the ship currently has only 300 men, the expenses of furnishing, fuel, candles etc are no less than they would be for a full complement 'with the same range of grates and coppers as a 54-gun ship'. He has been informed that the purser of HMS Dictator has been allowed money for the upkeep of a full complement despite being undermanned, and asks that he be allowed for the complement the ship was ordered for on being commissioned last April, which was 350 men.
