Folios 71-72: Robert Mansel, HMS Beschermer, Goldermans Gat, off Harwich. Sending on a message received from Admiral Rowley on 19 June, asking him to report on the case of John Constantine - he says this man voluntarily entered the service and the petition and affidavit stating he was impressed are 'wholly false'.
Folio 73: enclosure with folios 71-72. Note from Admiral Rowley on HMS Zealand at the Nore, asking for Mansel's report on Constantine.
Folios 74-75: enclosure with folios 71-72. Petition dated 17 June 1803, at London, by William Lewthwaite of Lombard Street, Hatmaker, saying that John Constantine is a hatter, and was impressed aboard the Zealand, but had never been at sea.
Folio 76: enclosure with folios 71-72. Affidavit from Lewthwaite swearing Constantine has been a hatter for the past 5 years, has a wife and young children, was never at sea, etc.
