Folios 31-32: Thomas Manby, HMS Africaine, Spithead. Noting that his ship will be ready for service in two days and asking that their Lordships will order his complement to be made up, as at present they are 27 men short - also that in March, when she was at the Nore, they ordered her crew to be augmented to 284, but she was wanted for immediate service and he could only manage to find 32 extra men from Captain Mitchell, the regulator on board the Caroline, and has had no opportunity to find more since then. Further notes that when he commanded HMS Bourdelais he had been permitted to go to Dublin to get men, which he is confident he could accomplish in a few days. Finally he says that the ship's marines have never been at their full complement and the Admiralty midshipmen have all been discharged into the Puissant.
