Folios 16-17: Thomas Manby, HMS Africaine, Downs. He has this morning received orders from Admiral Thornbury to advise their Lordships of the circumstances of his having impressed William Davidson, said to be master of the brig Zephyr. Confirms that he impressed Davidson off the Nore on 16 March but says he had been only second mate of that vessel. He adds that the Africaine was at the time 30 men short and had 30 more on the sick list.
Folio 18: enclosure with folios 16-17. Letter dated 18 March 1803 by John Ronald's petition, master of the Zephyr, of Newcastle, gives same details of Davidson's impressment and confirms his rank as mate, begs his discharge.
Folio 19: enclosure with folios 16-17. Sworn statement dated 18 March 1803 in printed form, from John Ronald that William Davidson, age 25, was the legitimate chief mate of the Zephyr.
