Folios 3-4: Thomas Manby, HMS Africaine, Downs. Asking that the additional marines required for his ship's war complement may be sent and a statement of his war complement may be forwarded to him at the Nore.
Folios 5-6: enclosure with folios 3-4. Note to Sir Evan Nepean saying that the scheme of the establishment is not in this office and that Manby should apply to the Navy Board for it.
