Folios 1-2: Thomas Manby, HMS Africaine, Downs. Advising that Mr Edward Hall, second lieutenant of the ship, has been ill for 3 months and unable to carry out his duties. The surgeon reports there is little chance of improvement so Manby asks that a survey may be held on Hall and another officer appointed should he be found incapable of serving.
