Advises his ship, HMS Caesar, is without a First Lieutenant and asks for Edward Sterling Dickson, Second Lieutenant, be promoted to First Lieutenant and all other Lieutenants are moved up. If this is approved . asks for Edward Hotter to be appointed Seventh Lieutenant.
