The function of the Partners Council was to advise the NICE Board on the function and activities of the institute, to communicate information about NICE to stakeholders, to ensure the views of stakeholder organisations were conveyed to the NICE Board and to recommend members to serve on NICE's committees.

The Partners Council was founded in 1999 and was a requirement of NICE's statutory framework. The group met between two and four times a year. The Partners Council was suspended in 2010 and following the Health and Social Care Act 2012, the requirement to have this group was removed. The Partners Council was formally dissolved in April 2013.
