Graduated Vehicle Excise Duty (VED) was introduced in the 1998 budget. It is a system where vehicles which produce more emissions are subject to more VED. It was introduced following the 18th Report of the Royal Commission on Environmental Pollution: Transport and the Environment (Cm 2674). Policy on Graduated VED was originally handled by Vehicle Registration, Licensing and Taxation (VRLT) within the Department of Transport, but coinciding with the introduction of a second phase of Graduated VED in 1999/2000, it was handled by a separate unit, the Graduated Vehicle Excise Duty Policy Team (GVPT). GVPT ended in 2001.
