Folios 250-251. A commentary on mismanagement of public moneys over the past five years, which the writer estimates at the value of the Land Tax. Excessive prices have been paid for stores, provisions, &c. Proposes a four-times penalty rate being imposed in cases of corruption, half the money raised being paid to the informer.
