Folios 199-200. Letter dated at London from Lord Carmarthen to the King urging him to seize the opportunity given by Admiral Russell's recent victory [at the Battle of La Hougue] over the French to destroy a great part of the French naval force by launching an expedition against either St Malo or Brest. He says that most of the Cabinet Council have offered to the Queen to give their personal securities to borrow what money shall be necessary for that and, as for his own part, he is ready to do to the utmost of his ability.
