- Lord Grenville replaced the Duke of Leeds as Foreign Secretary on 29 April 1791 but was not himself replaced as Home Secretary by Henry Dundas until 8 June 1791. This piece, covering the period January to June 1791 inclusive, straddles those changes. To limit repetition in the Catalogue, where correspondence has been addressed to the Home Secretary of the day or to one of the Under-Secretaries (Evan Nepean and Scrope Bernard), the addressee has not normally been stated at item level. Other addressees within the Home Office have been stated where identifiable. Original addressees outside the Home Office, of material subsequently passed there, are always stated where identifiable.
