Folios 147-149. A letter from [the Lord President, the Marquis of] Carmarthen to King [William III], dated at London. He describes an unwillingness to act on orders and get them obeyed, noting that such a failure means that the fleet is still in the Downs, despite orders given three weeks ago by [Admiral Edward] Russell. Advises of the departure of the ships which brought arms and pontoons from Ireland. There is no intelligence of the French arriving in Ireland. Also mentions the situation in Scotland, concerning which Secretary [of State or Scotland, the Earl of] Stair will advise.
