Folios 154-156. Letter dated at London from Lord Carmarthen to the King. After warning the King that the situation in Ireland is likely to worsen unless action is taken, Carmarthen offers his opinion that somebody be sent as Lord-Lieutenant 'with the accustomed powers of that place, whose quality, as well as authority...may make him more willingly obeyed than these Lords-Justices are or will be'. He suggests Lords Shrewsbury, Chesterfield, Pembroke, Mugrave or Godolphin but thinks 'it so absolutely necessary that something of this kind should be done, that rather than it should not' that he offers himself although he is less fit than any of those he has named. He says that he finds his opinion is also that of all thinking men he talks to and 'it is such a daily discourse, even among ourselves, who are of the Council for Irish Affairs, how impossible it is for things to succeed in Ireland under the present conduct of them' that he believes it is the reason there are seldom sufficient to make a committee of which he and Lord Sydney are always two and Sir Henry Goodrick the third; if any others come 'they seem to act like pioneers for pay, rather than by inclination'.
