Folios 148-149. A letter from the [Lord President] Carmarthen [to King William III] concerning the French defeat of the English fleet at the Battle of Beachy Head. Strongly criticises Lord Torrington's command, as well as that of [Admiral Henry] Killigrew, who is suspected of convoying merchant vessels for private profit. Adds a post script proposing [Richard] Haddock as admiral.
