The Electoral Commission runs national referendums held under the Political Parties Elections and Referendums Act 2000 (PPERA). The Commission chair, or someone the Commission appoints, is the Chief Counting Officer for PPERA referendums. The Chief Counting Officer is responsible for the conduct of the poll, issues directions to counting officers and certificates, and announces the result of the referendum. The Commission?s role includes looking at the wording of the proposed question, producing guidance and resources, running campaigns, appointing a leader campaigner for both sides of the referendum debate, and designing the ballot paper. The first PPERA referendum run by The Commission was the North East England devolution Referendum (North East Referendum).
