Folios 38-39. Memorandum. 1.The Count of Flodrop provided the enclosed information and seemed unable to hold Huy without an army corps, which could not be spared at that time. 2.The Marquis of Gastanaga's correspondence with the Prince of Waldeck shows that he is ready to ask for help and to make use of the State's forces; together with the Count de Horn, they are concerting with the Marquis to form a small cavalry corps and some State infantry troops that are in Flanders to post them at the gates of Ghent and Brugge, in order to be able to deploy men wherever they deem necessary; in the meantime they are sending two battalions to Brugge. 3.General Schoning wants to increase his command, taking from the Regiments at Nimegue [Nijmegen] which had been at Zantern during the cavalcade, contrary to what had been agreed with him and it seems that all sides seek to blame any mishaps that may arise on the Prince of Waldeck, who has left the 3 battalions to protect Cologne. 3.The arrangements of various troops is such that the Prince von Waldeck cannot satisfy the demand of General Schoning without exposing everything on all sides. 4. The report of the action before the fort covering the bridge is enclosed, with the conduct in Cologne appearing irregular as in other parts of the neighbourhood. Pensioner Heinsius has done his best to assist the Prince of Waldeck, who without his prudent conduct would have been left without heavy artillery. The Prince of Waldeck did not find at Breda the necessary resources he was already granted by the State Council (artillery waggons, horses etc). Prince of Waldeck is in great need of funds if he is to get the enemy in his sights, promptly cross the rivers, and understand the strength and movement of the enemy. He has only received half of the 10,000 livres promised him by the King for Secret Correspondence, and that is already spent. They await with impatience the rest of the English troops, only a small number have arrived: Mr Douglas (600 men), Lord Churchill (400 men), Mr Folmisch (400 men), Holscher (400 men). The Prince of Waldeck wishes to know by whom the muster of these troops should be done as he has no exact list. 5.To the piece enclosed from Mr Hopp, the Prince of Waldeck replied that the King of England would be more prompt in doing what is needed for the public good than is observed in Vienna.
