Folios 1-2. Count Weibbenum at the Hague to [the King?] writing of the Marquis of Gastanaga's fears that the French will not act neutrally, which would be preferred. He recalls the number of troops needed for the rescue of Mons, and expects a similar scenario should there be a split. He asks for a further 4,000-5,000 English troops, noting that it will be a little while before the cavalry they have can be put into service and that there are 3 dangerous months ahead (March, April and May). The French flatter themselves that His Highness could not make such arrangements quickly enough to undertake a raid against them, such that they are bringing back part of their troops below in order to make an effort at the start of the campaign and thereafter put themselves on the defensive. Letters from Germany indicate that they are razing Spier, Worms and Oppenheim, three towns on the banks of the Rhine, and are having materials brought to Mayence [Mainz], where they have cut off one end in order to be able to defend with fewer people. The Emperor [Leopold I] is bringing a good portion of his old troops to Germany and a battalion of troops will be sent by the Prince of Waldeck to the garrison of Namur, such that they can be there before the French split from the Spanish. The Prince of Vaudemont hopes for a continuance of His Highness's protection. His Highness will learn from de Schuylenburg that the [MMrs de la Regence - Regents?] do nothing here but scold each other; they busy themselves thinking of putting themselves on their old footing; Count Weibbenum prays that they will not be reunited in this enterprise; honest people have already lost too much.
