The Civil Service Commissioners are appointed to uphold the principle that selection for posts in the Northern Ireland Civil Service (NICS) should be on the basis of merit in fair and open competition. Civil Service Commissioners are appointed by the Crown and their responsibilities are set out in Orders in Council made by the Secretary of State for Northern Ireland.
