Folios 324-327. A paper entitled 'A Discourse of the Methods Necessary to be observed for the Speedy Reduction of Ireland'. England can be neither safe nor happy till the reduction of Ireland is achieved sooner rather than later; the Irish protestants are the most suitable to be employed in the conquest of Ireland, above all 'they have, naturally or by custom, an ascendant over the Irish, as, on the contrary, the Irish have an habitual dread of them; the Irish 'papists are 'unanimously engaged to King James' and the number fit for war not less than 120,000 of which 100,000 never had property worth £5 a piece, have nothing to lose and so will endeavour to prolong the war; 'this vast number of people cannot in many years be subdued by the sword without the assistance of famine and disease and the want of necessaries'; it is necessary to attack from both ends of the country; 'means should be taken for dividing the Irish, especially after they receive a considerable blow and a good way to do this will be to make a difference between those who are of English extraction and those that are not, which would make it appear as if this was a national quarrel and not a war of religion'.
