Folios 181-192: Currency: Disapproves steps that would prevent banks from charging a full economic rate of exchange nor favours any alternatives proposed by the administration. Suggests consultation with Foreign Office on whether surplus rupees might be sold to Indian Government at bullion value and added to Indian silver reserves until timely resale to German East Africa.
