The 'dissenting party' makes interest for 'old [Henry] Mildmay', who is standing for the county, but many of the freeholders lack a sufficient franchise to vote at Chensford [Chelmsford, Essex]. Advises he has taken bonds for [the resumption] of passage boats [from Harwich to the River Thames].
