The volume contains details of all licences issued for the importation of plumage under the Importation of Plumage (Prohibition) Act 1921: date licence issued, licence number, name of applicant, quantities by birds; eg blackbird wings, peacock quills, annual returns and annual rations (quotas) licensed and actually imported. A list of the birds scheduled in the Act is endorsed on the front cover.

In the late 19th century there was a huge demand for plumage to adorn hats, hair and corsages. The Royal Society for the Protection of Birds secured the passage of the Importation of Plumage (Prohibition) Act 1921 which prohibited the import of plumage other than birds imported alive or for eating and halted the destruction of birds for the feather trade. The Board of Trade was responsible for the implementation of the Act and administered the quotas (or rations as they were then termed). Only those who had a special purpose for the feathers would be considered. The majority were issued to fly fishing manufacturers.
