Folios 244-245: John Culverhouse, Regulating Captain, Liverpool. Reports that while he was at Lancaster he observed a number of fit men and boys being held in the jail for terms of one to three years, who were anxious to volunteer for the Navy and asked him to intercede for them. If the Admiralty were to make application to the sheriff to release these men, believes that large numbers could be collected from Lancaster, Manchester, Preston, and several other towns. Has tried to get a list of these men and their offences and terms of imprisonment, but the keepers of the prisons are unwilling to supply them because they can collect a proportion of the wages these men are able to earn while in prison. An officer would need to be authorised to examine the prison records.
