Folios 218-219. John Culverhouse, Regulating Captain, Liverpool. Asks for an order to reimburse the expenses of Lieutenant [David] Ross, whom he sent to Manchester to collect 14 seamen who had asked for protection to go to a King'’s port. The documents concerning this were sent with his letter of 21 January. Also asks for reimbursement for the expenses of Mr Lindsay, the Surgeon who went to Preston to examine several seamen whose presence had been reported by the magistrates just as they were about to be released from jail, as reported in his letter of 14 January. The enclosed letters make the point that he should have an Admiralty order in the case of extraordinary expenses. Asks what he is to do in similar cirumstances when men might be lost to the service without prompt action.
Folio 220: enclosed with folios 218-219. Letter from the Navy Board to Captain John Culverhouse, the Impress Service, Liverpool, dated 9 March 1804. They have received his letter of 25 February with his accounts and details of the expenses of Lieutenant [David] Ross for his journey to Manchester and of Mr Lindsay, Surgeon, for his journey to Preston. These cannot be paid without an order from the Admiralty.
Folio 221-222: enclosed with folios 218-219. Letter from the Navy Board to Captain John Culverhouse, the Impress Service, Liverpool, dated 20 March 1804. In reply to his letter of 15 March concerning the travelling expenses of Lieutenant Ross and Mr Lindsay and the rates at which they should be paid for travelling and for apprehending seaman, they cannot allow any of these charges without a direct order from the Admiralty.
