Folios 627-628: John Cooke, Sheerness commandingh flotilla , River Medway. Enclosing the state and condition of the flotillas fitted in the River Medway with the plan intended to be adopted to man them from the respective dock yards and sea fencibles. The arrangements were started by Commissioner Coffin and matured by Captain Bullen leaving Cooke little more to do.
