Folios 567-568: John Colvill, Whitehaven. States that impressing at the port within his district will not succeed because of the colleries are hostile and there is no military force or police and the Voluntary Corps will rather oppose than help. Also there is no secure anchorage for a tender off the harbour. The sailors here are mainly employed carrying coals to Iceland. Better for the cruises to board vessels in the Bay of Dublin.
