Folios 486-487: William Charleton, Regulating Officer, North Shields. Thomas Foster was impressed at Sunderland on the 18th February, he had a sea fencibles ticket but said he was now a Mate. Captain Roe's suggestion about the Sea Fencibles is impractible.
Folios 488-489: enclosure with folios 486-487. Letter dated 21 February 1804 by Edward Roe, Sunderland. Lieutenant Consitt has impressed a Sea Fencible called Thomas Foster who was not commanding a ship at the time of his impressment. If Sea Fencibles are to be impressed, even though they have protection, this will cause great dissatifaction.
