Folios 459-460: William Charleton, Regulating Officer, North Shields. He advises that the request in Mr Burdon's letter is agreed. Sir Evan Nepean's letter of 9 December 1803 states that keelmen should hold a ballot among keelmen aged 18 and one in ten should be impressed. however, the keelmen of Newcastle have now been discharged so these eleven named Sunderland keelmen should be discharged also.
