Folios 226-227: John Henry Cartier, [?] Hotel, Westminster Bridge. Is sending confidential papers.
Folios 228-229: enclosure with folios 226-227. Letter dated 23 March 1804 by Admiral Rowley, HMS Zealand, at the Nore. Is sending a letter from Secretary York. He is commanded to use vigilance to intercept these vessels especially if they behave suspiciously.
Folios 230-231: enclosure with folios 226-227. Letter dated 20 March 1804 by Secretary York, Whitehall. Smugglers are taking information to the enemy so you are commanded to stop and search any suspicious Captains or vessels including the following:
A father and son named Lawries; a man from Flushing named Carr; a company connected with Mrs Wicks of Flushing whose vessels commanded by Jumper and Parker are most active; a cutter commanded by Potter visiting the Suffolk, Sussex and Norfolk coasts and are employed by General Monnet as spies; Blackman from Flushing has a vessels which was a pilot boat of the Dutch East India Company.
