Folios 212-213: John Henry Cartier, [?] Hotel, Westminster Bridge. Copy of a letter to the Collector of Customs. The Unity of Rochester, Master John Emptage, failed to hoist his colours on sailing and on being stopped, had no paperwork on board so she was detained for a breach of 26 George 111 sub 34. He also ordered the Ant cutter to stop and bring the log book and papers but the Mate refused at first. He was ordered back to Gravesend. There may also be a complaint against him from Coveney, Mariner of Whitstable, taken by force and now detained on HMS Brodenscarp, who refused to answer my questions and behaved piratically.
