Folios 173-176: Henry John Cartier, HMS Brodenscarp, Shellness, Faversham. He does not know which incident Admiralty is talking about but will justify his actions during his loyal service guarding the fishermen and powder stores on the coast. He searched the Africane because he suspected it was landing men in France. He searched the Friendship and the Good because he suspected them of smuggling. A Sea Fencible, Collard, stopped him on the highway, He removed flags from ships not entitled to fly them. He will exercise his guns off Conger rock if the Water Court wishes to attend. No man has the right to anything below the low watermark as it under the Admiral's direction. He would like a copy of the rights of the Water Court and also an explanation as to why the buoy on Columbine sands has been removed, No town has any rights on the King's seas. He will meet Lord Londes and explain his conduct in person.
Folios 177-178: enclosure with folios 173-176. Letter dated 28 May 1804 by James Tappenden, Faversham to Henry Cartier. Lord Londes has asked him to write about the unease of the oyster fishermen of Faversham. They are often members of the Sea Fencibles and wish to sort out differences that have arisen because you demand different standards to your predecessor. Fishermen have always been able to dredge Conger rock for oysters as decreed by Justice Heath at Maidstone, if they are prevented, it will have serious consquences.
