The Lord Richard Commission, unofficially known as the Richard Commission, was established in July 2002 by the First Minister, Rhodri Morgan. The purpose of the Commission was to examine the powers and electoral arrangements of the National Assembly and to remit its findings in an independent report. The Commission published its report in March 2004. It recommended that the National Assembly should have powers to legislate in certain areas, whilst other would remain the preserve of Westminster.
