Folios 470-480: Procedure in connection with the mandates: transmits copy of a note from Mr Balfour, Paris, submitting observations on the allotment of mandates in accordance with Article 22 of the Covenant of League of Nations and enclosing a draft of the arrangement under which Belgium will receive a mandate for part of German East Africa and points out that a similar instrument will be required for the mandate to Great Britain.
