Folios 458-460: Anglo-Belgian agreement regarding German East Africa: transmits copy of a telegram from Mr Balfour, Paris, reporting that Mr Polk announced that he was in position to withdraw any reservations which the United States had made in connection with the agreement accepted by the council on 7 August, subject to Mr Polk's eventual concurrence.
