Folios 78-82: Civil establishment: reports the application of A Greig and R S Hickson Mahony as Assistant Political Officers, refers to the difficulty of finding suitable local candidates and says that has arranged for loan, three junior officers from the Native Affairs department, and reports the application of H Malcom Ross for Assistant Inspector of Plantations and the death of one of the inspectors, Mr Calder.
