Folios 53-55: Maintenance of destitute enemy subjects: states that the principle of giving financial assistance has proved quite satisfactory, and proposes to retain it as the prospect of repatriation grows more remote; proposes to allow families in approved cases to return to their homes and says that the internment of combatants and male civilians of military age is now being carried out in conjunction with the military authorities.
