A letter from Edward Stanley to Wm [William] Fraser, dated at Customs House, London, advising that officers of the revenue are not entitled to detain papers [?the French-language newspapers 'Gazette de Londres Extraordinaire' or 'Courier de l'Europe']. However, there may have been offences committed in that the papers were not stamped, or despatched through the post [office].
