The Valuation Office Agency (VOA) was established on 30 September 1991 as a Next Steps Agency of the Inland Revenue. It was formed from the merger of the separate Valuation Office organisations in England and Wales and in Scotland. The VOA is now an executive agency of Her Majesty's Revenue and Customs (HMRC). It is responsible for the compilation and maintenance of the non-domestic rating and council tax valuation lists and England and Wales. It also provides a land and buildings valuation service to government departments, other public bodies, and a number of local authorities throughout Great Britain.
