Copy note from Lord Hillsborough to the Recorder of London that as no applications can go through the Secretary of State to the King except in petitions immediately addressed to the King or to the Secretary of State to lay before the King he is returning the papers sent by the Recorder 'whose humanity will lead him to make the best use of them in his power for the advantage of the unhappy persons concerned'.
