The Independent Review Service for the Social Fund was established in 1986 under the Social Security Act 1986. The Service serves England, Scotland and Wales, and its core business is to deliver an independent review of discretionary Social Fund decisions made in Jobcentre Plus offices. It also shares information and expertise with those who have an interest in the discretionary Social Fund and its review. The Service participates in social policy research that contributes to the wider debate about the Social Fund and related issues. The Social Fund Commissioner heads the Service and is appointed by the Secretary of State for Work and Pensions.
