Administrative / biographical background

The board was established in 1999 when National Institute for Clinical Excellence (NICE) was founded. The first meeting took place on 31 March 1999 with the first public meeting taking place on 19 May 1999. The board consisted of a non-executive chair, seven other non-executive members and four executive members, namely a chief executive, a finance director, a clinical director and a director of communications. The Department of Health also had an observer at all board meetings. The Chair and Non-Executive Directors of the board were appointed by the Secretary of State for Health. The Chief Executive and the Executive Directors were appointed by the board. From the outset, the board met formally in public six times a year as required by the the Public Bodies (Admission to Meetings) Act 1960. The board also held formal meetings in private as required to discuss confidential business. These were held under the provisions in the Public Bodies (Admission to Meetings) Act 1960. The board, through its chair, was responsible to the Secretary of State for Health and the National Assembly for Wales for the operational effectiveness of the Institute. The function of the NICE board was to set the strategic priorities and plans for the organisation.
