Folios 71-76. A lengthy Memorial relating to the roads made at public expense in the Highlands of Scotland beginning with a description of the Highlanders as 'a hardy race accustomed from infancy to arms, strangers to industry, enemies to labour devoted to their chiefs and secluded from all intercourse with the rest of mankind, as well from their natural situation as by their different dress and language'; continuing with the history of the construction of and the benefits deriving from the military roads and bridges; and ending with the arguments in favour of continued public funding.
