A memorandum to the Treasury Commissioners from Thom [Thomas] Winter, New Court, [St] Swithins Lane [London], proposing a further proclamation regarding pardons for British subjects abroad, who are outlawed or engaged in smuggling, on condition of enlistment. The latter of two existing proclamations was dated on 13 May 1778.
