Consumer Focus was created on 1 October 2008 following the merger of Energywatch, Postwatch, and the National Consumer Council. Its function is to represent the interests of, and to handle complaints from all energy and post customers. It was an executive non-departmental public body of the Department for Business, Enterprise and Regulatory Reform (BERR), later the Department for Business, Innovation and Skills (BIS).
